This country highlight showcases how the Global Inclusive Insurance Facility (GIIF) has supported the development of agricultural insurance in Rwanda. Beginning with an early partnership with MicroEnsure (now the Microinsurance Company) and later expanding through collaboration with ACRE Africa, GIIF helped design and establish Rwanda's first weather index insurance scheme for smallholder farmers. In this report, GIZ explores the trends in agricultural insurance and public relief as risk management tools in rural areas of developing countries. The report takes a closer look at the challenges in scaling up index-based insurance, linked to the demand form farmers, the design of indexes, the distribution of the insurance products, and the changing climate.
