Changing the Insurance Story in Mozambique

Agriculture stands as the backbone of Mozambique’s economy, contributing nearly 25% of the country’s GDP and providing jobs for more than two-thirds of the population, according to World Bank data. Despite its vital role, most farmers remain outside the reach of formal financial services—including insurance—leaving them especially vulnerable to climate shocks, crop failures, and market volatility.

In a bid to close this financing and protection gap, the International Finance Corporation (IFC) has partnered with AMS – Associação Moçambicana de Seguradoras, Mozambique’s national association of insurance and reinsurance companies. With support from GIIF's donor––the Federal Ministry for Economic Cooperation and Development (BMZ), the partnership aims to bring inclusive, climate-resilient insurance solutions to farmers across the country.

At the heart of this collaboration is the Mozambique Inclusive Insurance Project—a new initiative that unites insurers and reinsurers in the country under a shared mission: to build a stronger, more resilient insurance market that works for everyone, especially smallholder farmers and rural communities.

Four Pillars of Action

The project is anchored in four core focus areas designed to deliver long-term impact:

✅ Demystifying index-based insurance and strengthening technical capacity across the local insurance ecosystem
✅ Supporting product design and pricing models tailored to Mozambique’s unique risks and needs
✅ Expanding outreach to smallholder farmers and SMEs—ensuring that no one is left behind
✅ Sharing best practices and lessons learned from other emerging markets to accelerate progress

By aligning public and private sector efforts, this initiative sets the stage for introducing accessible insurance products that can help farmers protect their livelihoods and plan for the future with greater confidence.

A Turning Point for Mozambique

This partnership marks a significant milestone for Mozambique’s insurance sector. It moves beyond theory into action—supporting financial inclusion, agricultural resilience, and economic empowerment.

The official launch of the project was marked by a signing ceremony led by Paula Leynes Felipe, IFC Regional FIG Manager, and Manuel A. Gamito, Chairperson of AMS, with opening remarks from Mehita Fanny, IFC Country Manager.

As the Mozambique Inclusive Insurance Project gets underway, the hope is clear: to bring tangible change to the lives of thousands of farmers—and to create a model of inclusive insurance that can inspire other markets across Africa and beyond.
